Reads on the front is " chapeau pour rosette" stands 13 inches high, a head circumference of 19 1/2 " base is 10 3/4 x 6 " not certain of the material, maybe plaster/plastic, painted 3-dimensional features with a choker necklace, lace edging on the collar, in excellent condition, no flaws, scratches or otherwise.
